First Customs Declaration — A Guide for New Importers from the UK

Importing from the UK for the first time? The customs procedure isn't as complicated as it looks — but it does need preparation. The guide below will walk you step by step from placing the order to collecting the goods.

Questions and Answers — A Guide for New Importers

What is "release for free circulation"?

This is the official name of the standard import procedure. "Release for free circulation" means the goods become "Union goods" — you can trade them freely throughout the EU. The procedure includes submitting a SAD declaration, paying duty and VAT, an inspection (if selected), and a decision releasing the goods.

What do I need to prepare before my first import?

New importer checklist:

  1. ✅ EORI number — apply via the e-Klient PUESC portal (Poland's customs e-services platform), ready in 1–3 working days (free of charge)
  2. ✅ Customs agency — choose one, sign a power of attorney, and grant authorisation under Article 33a VAT
  3. ✅ Goods HS code — check it in TARIC or ask your agency
  4. ✅ Invoice from the UK supplier — full details, Incoterms, value in GBP
  5. ✅ EUR.1 or a TCA statement from the supplier — saves on duty
  6. ✅ Cost calculation — duty + VAT + transport + agency handling

How long does the first clearance take, from the warehouse door in the UK to collection in Poland?

Typical timeline:

  • Day 0: Goods ready for collection in the UK, the agency files the ENS and generates the GMR
  • Day 1: The driver collects the goods and heads for the port of Dover/Folkestone
  • Day 2: Border crossing, the lorry travels through Germany or the Czech Republic
  • Day 3: Entry into Poland, the agency files the import declaration via PUESC
  • Day 3–4: Goods released into circulation, delivery to your warehouse

With complete documentation, the whole process takes 3–5 working days.

How much does the first customs declaration cost?

We set the customs agency's handling fee individually — ask for a quote. Duty: 0–12% of the customs value (0% with EUR.1). Import VAT: 23% of the base (deductible for VAT-registered businesses). For regular shipments, ask about a subscription package. Start with a quote at easyclearance.pl.

What does the customs agency do on my behalf?

  • Files the ENS and generates the GMR for the driver (UK side)
  • Issues export documents on the UK side (if required)
  • Files the SAD/PZC import declaration via PUESC
  • Liaises with the customs office in the event of an inspection
  • Provides the MRN and SAD once clearance is complete
  • Settles import VAT (Article 33a) if authorised to do so
